As you can see, considering any other country to win outside of Ukraine, so far the bookmakers are concerned would be speculative at the least.
The countries looking like having the best shot are Greece, The Netherlands, and Norway.
There may be some benefit in performing late and Greece and Norway are the final two performances on the night.
Since the Semi-Finals for the competition were introduced in 1996, Greece has won twice, (2008 & 2011), The Netherlands twice too, (2014 & 2019) Norway (2009 & 2018).
Ukraine have only competed since 2003 of course and won the Semi-final in 2008 when finishing second overall in the final.
