The annual award is presented by the French magazine France Football.

Only representatives of the top 100 FIFA-ranked countries will be allowed to vote for the Men's award, and only the top 50 FIFA-ranked countries will be allowed to vote for the Women's award.
Voting will now be based on performances across the European football season.
Players will be judged on individual performances only.
All players from every corner of the world are eligible for the Ballon d'Or prize.
Every country is represented with 3 votes, one each from the national team manager, the captain and a nominated sports journalist from that country.

As you can see Messi and Ronaldo have dominated the award since between 2008-2023 taking the trophy in all but one season in that time
