  • Angela Rayner has resigned as Labour Deputy Leader after a tax controversy, triggering a new leadership contest.
  • Bridget Phillipson is the clear favourite to take over, priced at 4/7 with William Hill.
  • Labour members will vote on the next Deputy Leader, with the result due on 25 October 2025.

Labour members will vote on the next Deputy Leader, with the result due on 25 October 2025.

Angela Rayner has stepped down from her roles as Deputy Labour Leader, Deputy Prime Minister, and Housing Secretary, following an investigation into unpaid capital gains tax on a flat purchase.

Her resignation has triggered a new contest for the deputy leadership and William Hill have moved quickly to open a betting market on who will succeed her.

Education Secretary Bridget Phillipson is the early frontrunner at 4/7 with UK Betting Sites, indicating strong support from the party’s centre-left establishment.

Shadow Leader of the House Lucy Powell is second favourite at 13/10, while left-wing candidate Bell Ribeiro-Addy is a long shot at 50/1.

What the expert says...
Phillipson has long been seen as a rising star within Keir Starmer’s team. She’s ideologically aligned, media-savvy, and already in a senior shadow cabinet role. Lucy Powell is a capable operator, but this looks like Phillipson’s to lose.

How the Deputy Leadership Contest Works

Labour's internal rules for electing a new Deputy Leader are similar to its leadership process:

  • MP Nominations: Candidates must secure backing from at least 80 Labour MPs by Thursday evening.
  • Second Round Support: After that, they need:
  • Either 5% of Constituency Labour Parties (CLPs)
  • Or support from three affiliated groups, including two trade unions
  • Member Ballot: Once nominations close, the final shortlist will go to a vote of Labour party members, with the result due on 25 October 2025.

While the process can allow surprise candidates to gain momentum, the early betting suggests a tight two-horse race between Phillipson and Powell.
