The finding comes from the Gambling Commission's third annual Gambling Survey for Great Britain, published 16 July.
The survey questions around 20,000 adults a year and is produced by the National Centre for Social Research and the University of Glasgow, now with three consecutive years of comparable data.

Adults aged 18 to 24 took part in an average of 3.6 different gambling activities in the past four weeks.
That figure falls steadily with age, down to just 1.7 activities among those aged 75 and over.
The overall picture stayed stable. 47% of adults said they'd gambled in the past four weeks, dropping to 27% once lottery-only players are excluded.
The generational gap in variety is notable set against that stability. It points to younger players treating gambling less as a single habit and more as a range of things to try, from sports betting to live casino and game shows.

OLBG's Casino Content Manager David Coleman believes the spread says as much about product variety as it does about age.
He said: "Younger players have grown up with far more choice than older generations ever had. Trying a few different things isn't unusual, it's the default.
"That's not a red flag on its own. Variety of activity and risk of harm are two different questions, and the survey's other findings show problem gambling rates have stayed flat.
"What it does mean is that the tools and information need to work across every product a player touches, not just the one they use most."
